BHBH Program - County BHAs

The BHBH Program includes multiple rounds of funding available to County Behavioral Health Agencies (BHAs). Through this funding, the BHBH Program will expand the available housing settings to support individuals who are experiencing homelessness and have a serious behavioral health condition (serious mental illness and/or substance use disorder). Funds will be used to provide support through bridge housing settings, including tiny homes, interim housing, rental assistance models, and assisted living settings.

Funds will support necessary housing operational costs, as well as costs related to supporting participants’ housing stability, retention, and wellness. The bridge housing settings will include voluntary supportive services to help program participants obtain and maintain housing, manage symptoms of serious behavioral health conditions, and focus on recovery and wellness. To date, DHCS has awarded two rounds of funding for County BHAs, with another anticipated in early 2025.

CBHAs that fall under the Program Details Forthcoming category are currently in the process of finalizing details of their budgets that correspond to each service type. Map data will be updated regularly. Budget information for Round 3 awardees will also be included, as details are finalized.

Round 1: County Behavioral Health Agencies

In Round 1, released in the Summer of 2023, DHCS awarded more than $900 million to county BHAs. As of July 2024, 57 of the 58 County BHAs have received a Notice of Award and have begun to provide BHBH services to their communities. Implementation of Round 1 began in mid-2023 and will continue through June 2027.

Round 3: County Behavioral Health Agencies — Strategic Enhancements

In Round 3, awarded in the Summer of 2024, DHCS awarded $132.5 million to County BHAs to strategically enhance existing BHBH Programs. This round of funding was competitive. The 10 awarded County BHAs can use the funds to expand existing BHBH projects, develop new BHBH projects, or both. Implementation of Round 3 begins in late 2024 and will continue through June 2027.
